Project Rationale and Linkage to Country/Regional Strategy
Vanuatu faces a critical shortage of skilled professionals, leaving numerous managerial and technical positions vacant across both public and private sectors. Only 2 out of every 100 individuals aged 15 and above holds qualifications beyond high school education. Moreover, about 43% of young people aged 1524 find themselves neither engaged in employment nor enrolled in educational or training programs. While a significant portion of the adult population, particularly men, are working, women remain underrepresented in leadership roles. Compounding these challenges is Vanuatus vulnerability to climate and disaster risks, heightening the urgency for adept individuals capable of steering and delivering national development initiatives and resilient recovery efforts post-disaster.
