As the first responder in the event of incidents and accidents, Jordanian Civil Security plays an active role in preventing and preparing for disaster risks, in close collaboration with other institutions in the Kingdom. The AFD Group supports it in all of its missions.
CONTEXT
Jordan is exposed to many intense weather hazards such as storms, flash floods, extreme temperatures and forest fires, which are likely to increase due to climate change. Operational disaster response mechanisms are still insufficient in Jordan, which generates vulnerability of institutional systems, society and communities. Since 2019, AFD Group has been supporting the capacity building of the Jordanian Civil Protection (PSD-JCD) to enable an effective response to these risks and improve disaster risk preparedness.
DESCRIPTION
This project, implemented by Expertise France, aims to strengthen the capacities and tools of Civil Security in the risk prevention and preparation phases, in order to mitigate the impact of a hazard on society and strengthen the resilience of the population. This project is part of the continuity of the support provided to the sector by the AFD Group since 2019. Taking the form of technical assistance to PSD-JCD, the project will notably improve knowledge of risks (via the Risk Assessment Office housed within the JCD) and strengthen its support for decision-making and coordination of stakeholders (in particular through the Civil Protection Office based in the Governorate of Mafraq and whose replication is expected throughout the Kingdom).
The project will be structured around the following components:
Improving the capacities of Jordanian Civil Security and their tools in order to develop better resilience to disaster risks;
Strengthen the JCD’s skills in rescue in white water and hazardous environments;
Strengthen the operational and strategic planning capacities of the JCD, in close collaboration with PSD. |
