Rural communities in Luang Prabang province experience chronic difficulties in accessing water. The Centre-Val de Loire Region and its partners support provincial authorities in securing water supplies and their uses. CONTEXT Access to water and sanitation for rural communities in Luang Prabang Province remains a challenge. To address this, provincial authorities have adopted an ambitious strategy to improve water network and latrine coverage. Despite significant progress, the sustainability of access to water remains threatened by a gradual decline in water resources and the difficulty provincial authorities have in addressing the issue. However, the recent development of networks with private connections and meters, offering increased comfort for households and encouraging rational use of water, has raised new issues of governance and wastewater management. DESCRIPTION From source to use, the DEAR Water II project aims to improve and sustain the conditions of access to water for communities. Beyond the establishment of adapted and resilient supply systems, it therefore focuses on the protection of supply sources and on the responsible and concerted management of the areas on which they depend. The project also aims to promote domestic uses of water without risks to health or the environment. More generally, DEAR Water II continues its support for the water sector by assisting provincial authorities in taking these new issues into account and by supporting the development of a university course on water within the Souphanou-vong University in Luang Prabang. |
