This project aims to support ONEAD in implementing public enterprise reforms and negotiating its contract of objectives and means with the State, as well as to prepare the company for change in scale by strengthening its organizational, commercial, technical and financial capacities. To this end, the project will finance (i) a contract for assistant operator of the drinking water service with ONEAD for a period of 5 years, renewable twice for one year, and whose performance will be remunerated on the basis of monitoring the evolution of operational indicators in line with the objectives of the contract of objectives and means, (ii) a technical assistance contract to strengthen ONEADs capacities in its role as project owner of water and sanitation services and to support ONEAD in ramping up the sanitation service, and (iii) an equipment and small works fund. The implementation of these two contracts should have positive repercussions on the technical and financial sustainability of the water and sanitation service and on all
of ONEADs infrastructure strengthening projects. Support for ONEAD in
developing its objectives and means contract with the State, in connection with which
the Assistant Operators service will be defined, is financed under component 2 "Capacity Building" of the first project financed by AFD as part of the Djibouti Sanitation Network Extension and Strengthening Program (PERRAD 1). |
