The main objectives of the project are: (i) expanding access to electricity, and (ii) improving the operational and commercial performance of the electricity sector. The project entails the following four components: 1- Rehabilitation and expansion of the distribution network and improvement of ENDE’s revenue collection (USD 243 million, of which USD 150 million from AFD); 2- Improvement of electricity transmission service (USD 115 million from the World Bank); 3- Improvement of PRODEL’s planning capacity and strengthening sustainable management of generation plants (USD 28 million, of which USD 17 million from AFD); 4- Project management support (USD 15 million from the World Bank) The Project focuses on the most critical and mature priority investments, with a view to achieve quick improvement in terms of service quality and economic profitability. Thus, it has been jointly decided to focus on the following activities: Distribution: investments in rehabilitation and extension or densification in urban or peri-urban areas, in the 4 major urban centers of Luanda, Benguela, Lubango and Huambo, where demand is also growing very strongly. A revenue protection program will also be implemented for ENDEs largest customers. - Transport: investments to rehabilitate substations and upgrade telecommunication networks and dispatching tools in order to optimize energy transmission and limit technical losses. |
