The TA will support mainstreaming of private sector development (PSD) in ADBs operation in the South Asia Region (SAR) through the following activities: (i) preparation of private sector assessment (PSA) to assess challenges and opportunities for enhanced PSD in key sectors of the economy, (ii) identifying and embedding PSD components in the conceptualization and design of sovereign projects or programs, (iii) identifying and preparing opportunities for private sector participation (PSP) in the development of infrastructure and public goods, (iv) designing and piloting TA activities to support the growth of local enterprises, and (v) carrying out PSD advocacy and outreach programs.
Project Rationale and Linkage to Country/Regional Strategy
To support the DMCs in SAR in realizing their development potential, ADB, in line with its new operating model (NOM) and Strategy 2030, should be catalyst for the PSD. This will require proper assessment to: (i) understand impediments, including policy constraints, and (ii) scope out opportunities for PSD. This will also require ADB to support DMCs government in SAR to embed PSD components early at the project conceptualization and design stage because public sector spending alone will not be sufficient to meet investment requirement to achieve sustainable development goals (SDGs).
