The Arab Republic of Egypt requested a grant from the Bank’s Middle-Income Countries Technical Assistance Fund to prepare a Technical, Environmental and Economic Feasibility Study under a project titled “Water Recycling for Agriculture – Gabel El Asfer Wastewater Treatment Project Stage III’’. This Technical Assistance Project is to finance the activities that will enhance the GEAWWTP Stage III project preparation and fast track project’s implementation start-up, through supporting the capacity of PIU in contract management, financial management, and E&S safeguard compliance and audit.
Project Objectives
The overall goal of the proposed Grant from Middle Income Country – Technical Assistance Fund (MICTAF) is to fast track the implementation start-up of an investment project “Water Recycling for Agriculture – Gabel El Asfer Wastewater Treatment Project Stage III” by technically assisting and to enhance the capacity of PIU in procurement, FM, Gender main streaming, environmental and social skills. This is needed to contribute to the proposed project implementation acceleration. Generally, the TA will contribute to food security, poverty reduction and resilience to climate change through improved performance of water harvesting from recycling of treated wastewater for agriculture purposes. The specific objectives of the intervention are to i) Recruitment of consultants to support the project management team for monitoring and evaluation; ii) Conduct training and capacity building for CAPW/PIU staff in procurement, Financial Management (FM), gender mainstreaming, environment and social issues.
Beneficiaries
The Bank is planning to finance the Gabel El-Asfer Wastewater Treatment Plant Stage III Project. The project objective is to improve the quality of wastewater discharged into the drainage system in Cairo East, thereby contributing to increased coverage of improved sanitation and clean environment for the nearly 17.5 million population living in this area by the completion of Stage III with a total treatment capacity 3.5 million m3/day. This stage entails construction of the next phase of GAWWTP (Stage III Phase I & II). The two phases will provide an additional wastewater treatment capacity of 1 million m3/day (2 * 500,000 m3/day). Towards fast tracking the project start-up, the Bank is providing a MIC-TAF grant that will be used to finance the recruitment of a consultant for supporting CAPW in procurement, on-job training on procurement, E&S reporting, and gender. The GAWWTP is located in Cairo East. The plants catchment area occupies the greater part of the City of Cairo. The project will provide a clean environment through safe wastewater disposal. Other beneficiaries of the project include people living in villages downstream of the plant and along the system draining the effluent from the plant into Lake Manzala, with an estimated population of more than 785,800. These families will also benefit from an improved environment and consequent reduction of diseases associated with untreated wastewater. |
