The multipurpose dam is intended to increase flood protection, supply seasonal water, and provide additional hydropower. The primary objective of this proposed project is to enhance resilience to increasingly intense cyclones by mitigating Apia City flooding associated with extreme rainfall events on the upstream catchment of the eastern and eastern-central branches of the Vaisigano River. The secondary objective is to improve the stability of the water supply during dry periods and reduce the turbidity of raw water taken into Apias main water treatment plant during flood periods. The tertiary objective is to install a hydropower capacity of 0.60 MW, generating 2.12 GWh of clean electricity. The project will support the governments 70% renewable energy target for electricity generation by 2031. The project will enhance non-physical flood management systems and capacity and the biodiversity conservation and management capacity associated with the proposed dam development.
Project Rationale and Linkage to Country/Regional Strategy
The project will support Samoas climate adaptation and mitigation efforts by addressing interrelated development challenges in flood management, sustainable water supply, and energy security. The proposed Asian Development Bank (ADB) financing will support the construction of a multipurpose dam with a run-of-river small hydropower plant (SHP) in the capital Apia and provide flood management systems (nonstructural) and capacity building and biodiversity conservation and management supports.
