In Chad, the weakness of the governance of the health system is one of the causes of the health situation characterized by the lowest indicators in sub-Saharan Africa. Switzerlands support will contribute to improving the quality of services and the supply of health care in the health districts of the provinces of Batha and Moyen Chari as well as to the deployment of universal health coverage in certain provinces.
The low level of health indicators in Chad is explained by the weakness of the governance of the health system. This situation is due to the little progress made in the supply and quality of care. The culture of responsibility, efficiency, transparency and accountability remains weak. Supported by its main partners, including Switzerland, the Government has undertaken reforms to strengthen its health system. Since 2013, Chad has been gradually moving towards the development of universal health coverage (UHC). Laws and decrees establishing the CSU, creating and organizing the national health insurance fund (CNAS) are published. A plan for the deployment of the CNAS on the national territory through the decentralized services of the Ministry of Public Health and Prevention and by delegation to delegated management organizations is being prepared for 2023. In order to mobilize more domestic resources and To promote access to services, Switzerland supported the establishment of an interministerial CSU unit and the recognition of mutual health insurance as a means of sustainable financing of health services.
