Project Detail |
By supporting the Educational Systems Analysis Program (PASEC) and the Support Program for the Transformation of Education (PACTE) of the Conference of Ministers of Education of the Francophonie (CONFEMEN), Switzerland contributes to strengthening of access and quality of education in its priority countries in West Africa. In-depth analyzes of education systems are carried out, and the results help guide educational policies for increased efficiency. Despite the progress recorded in terms of access and equity, the results of the 2014 and 2019 PASEC assessments show that the quality of education remains problematic in West Africa. Achieving Sustainable Development Goal No. 4 (SDG4), which aims to guarantee quality education for all, remains a challenge. The weaknesses observed hinder the psychosocial development potential of students and their progress in training systems. The lack of quality education is the product of complex structural challenges, including the inability of governments themselves to identify gaps in their systems and possible corrective measures. The deterioration of security in the Sahel also slows down the achievement of SDG4 due to the large number of children outside of education systems (e.g. 1 million in Burkina Faso). Despite the tensions linked to the July 2023 coup détat in Niger and the ECOWAS (Economic Community of West African States) sanctions that followed, sub-regional collaboration in the education sector is continuing. continues. The creation of the Alliance of Sahel States (AES) bringing together Burkina Faso, Mali and Niger, and the announcement of their exit from ECOWAS and the lifting of sanctions further complicate the implementation of a regional program. Education challenges remain common and the countries covered by the PASEC assessment remain aware of them. By supporting the PASEC and PACTE programs, Switzerland remains committed to its priority countries, helping them to maintain a joint and unifying dynamic which transcends political difficulties and allows them to continue to join forces and experiences for the benefit of the development of education. Objectives Strengthen the mastery and practice of performance evaluation, comparative analysis as well as the continuous innovation of tools for piloting countries educational systems. |
