Project Rationale and Linkage to Country/Regional Strategy
The success of developing member countries (DMCs) in tackling development issues related to climate change hinges on the knowledge, attitudes, and practices (KAPs) of their populations. Insufficient understanding of these KAPs hampers DMCs capacity to strategize and implement projects aimed at addressing development challenges and meeting their National Determined Contributions (NDC) targets. Alongside this, Strategy 2030 recognizes the increasingly diversified and sophisticated needs of its clients, and commits that ADB will customize its approach to meet the varying needs of its diverse client needs. In the absence of comprehensive data on KAPs related to climate change in DMCs, the implementation of an ADB-supported climate change KAPs survey will be a valuable and efficient tool in supporting DMCs to address their climate change-linked development challenges. To continually assess the requirements of both ADBs sovereign and non-sovereign DMC clients and to ascertain if ADB is effectively meeting these needs, a diverse range of outreach and communication strategies is essential. Within this comprehensive strategy, a client perceptions survey is required.
The TA aligns with Strategy 2030 and the Climate Change Action Plan. It builds on the results of the Client Perceptions Survey undertaken in 2022 and 2020, covering over 20,000 clients across the region.
