The overall objective of the project is to contribute to Kosovos efforts to meet the requirements of the Stabilization and Association Agreement with the European Union (EU), which entered into force in spring 2016. This agreement, the first document establishing a contractual relationship with the EU, provides for a period of 10 years, the main reference framework for Kosovos progress towards European integration.
In order to fulfill its obligations under the Stabilization and Association Agreement, Kosovo must engage in further democratic reforms, achieve social and economic development and gradually align with EU legislation and standards so that it is able to fully implement the acquis communautaire (all of the EUs community rights and obligations accumulated since 1958 to the present day) upon accession.
The projects national counterpart, the Ministry of European Integration, provides political and administrative leadership for all processes related to European integration. The Ministry has the necessary structure and legal powers. Sector ministries have departments dedicated to European integration and policy coordination to manage the integration process. However, their skills and expertise, as well as those of the legal services of ministries and the main technical units in charge of European integration, must be considerably strengthened.
Current assistance programs offer capacity building, but they are often highly targeted and of limited flexibility. The Ministry of European Integration therefore requested the creation of a flexible human resources capacity building mechanism.
This mechanism, which will be entirely managed by the Ministry of European Integration, will provide:
training/training of trainers;
technical assistance and coaching ;
study trips and secondments to Member State institutions participating in the implementation of the Community acquis;
in-depth analysis of EU policies to support national policy formulation.
To do this, a training fund financed by the project will be created as part of the national budget. Technical and administrative assistance will be provided to the Ministry of European Integration to assist with implementation.
The main beneficiaries of the project are the Ministry of European Integration, as the main coordinating institution, as well as sectoral ministries and national independent institutions and agencies, engaged in the implementation of the Community acquis.
The KSV/019 project should also contribute to the implementation of a new national communication and information strategy on the integration process. |
