The Seamens Service Office acts as a cooperation body at home and abroad for the purposeful organization and unification of statutory and voluntary seamens service activities at sea and in ports. The Ministry of Labor and the Economy appoints the representative board and the board of the office for four calendar years at a time.

The meeting of the representative body must:
1) discuss the activity report and financial statements prepared by the board, as well as the auditors statement;
2) the question to be discussed about confirming the previous years financial statements;
3) decide on the measures that the administration and accounts of the previous year give rise to;
4) the operating and financial plan drawn up by the board;
5) determine the fees of the board members and auditors;
6) elect at least one auditor and deputy auditor; and
7) deal with other matters mentioned in the meeting invitation.
The task of the board of the Maritime Service Office is to:
1) take care of the administration of the Maritime Service Office and the proper organization of its operations;
2) prepare matters to be presented to the representative board;
3) hire and fire the CEO and other personnel of the seafarer service office and decide on their salary;
4) bear and answer on behalf of the seamens service office;
5) prepare the operations report, financial statement and operational and financial plan of the seamens service office;
6) decides on the conclusion of the contract referred to in Section 5, the matter regarding the seamans service fee referred to in Section 7, subsection 3, and the service fee based on an estimate stipulated in Section 9, subsection 2;
7) grant statutory family, study and other leave to the CEO and more than three months leave to other personnel;
8) take care of the other matters that do not belong to the representative board; and
9) give the managing director tasks other than those mentioned in this law and the regulations issued pursuant to it.
