The objective of the Second Phase of the Dar Es Salaam Metropolitan Development Project for Tanzania is to improve climate resilient urban infrastructure and services and strengthen institutional capacity in the Dar es Salaam Region. There are five components to the project, the first component being climate-smart priority infrastructure. This component includes four subcomponents: resilient transport infrastructure, resilient and green drainage systems, resilient parks, public spaces, riparian and coastal landscapes, and area-based urban development. The second component is the integrated solid waste management infrastructure and services. This component includes four subcomponents: waste disposal, waste transfer and transport, waste recycling and organic waste management, and establishment of Intermunicipal solid waste management institution. The third component is the strengthening urban institutions. This component will support improved urban services, municipal finances, urban planning and emergency planning and response. This component includes four subcomponents: capacity building for resilient urban services, implementation of Own Source Revenue (OSR) management system, capacity building for resilient urban planning, and capacity building for emergency planning and response. The fourth component is the project management. This component will finance the direct costs of management and operation of the project to ensure smooth delivery and compliance with World Bank policy and guidelines. Finally, the fifth component is the contingency emergency response.
