Project Detail Project Name Capacity Development for Project Implementation and Knowledge Support Project Number 57299-001 Country / Economy Bangladesh Project Status Approved Project Type / Modality of Assistance Technical Assistance The proposed technical assistance (TA) will provide capacity-building support to the government in improving project implementation and enhancing project readiness of future pipelines in line with the Bangladesh Country Partnership Strategy (CPS) 2021-2025. The proposed TA will also provide knowledge support through upstreaming and just-in-time knowledge to enhance pipeline development and policy dialogue. At the same time, the TA will facilitate the effective sharing of One ADB knowledge. TA activities will be coordinated and implemented by the Capacity Development Resource Center in Bangladesh Resident Mission (BRM-CDRC). The CDRC was established in BRM in September 2022. The CDRC will serve as a country knowledge hub to provide effective knowledge support to deliver CPS 2021-2025. To identify the capacity building and knowledge needs of government officials, BRM-CDRC conducted a comprehensive training needs assessment (TNA) and developed indicative training calendars for 2023 and beyond. To effectively deliver all capacity-building activities and knowledge needs, BRM-CDRC, in partnership with reputed training provider institutions, will coordinate with the Asian Development Bank Institute (ADBI) and the One-ADB training program to deliver capacity-building to government officials in a systematic and institutionalized manner. Project Rationale and Linkage to Country/Regional Strategy ADBs portfolio in Bangladesh is growing rapidly. ADBs sovereign portfolio has expanded more than doubled from $5.8 billion in 2013 to $13.2 billion in 2023. This trend is expected to continue in coming years with increasing demand for development financing. The growing portfolio brings about complex and larger-size projects, triggering urgency for stronger project implementation capacity of the executing and implementing agencies to maximize the impact of projects. The significant increase size of the portfolio has also exposed a few gaps in the capacity of the executing and implementing agencies in project preparation practices, and land acquisition, with lagging project readiness, long end-to-end procurement time, and delay in land acquisition and resettlement. Most infrastructure projects financed by ADB have to be extended for more than one year. Improved project readiness and capacity to reduce delays in procurement and land acquisition processes are key to improving the performance of Bangladeshs growing portfolio. In addition, as the country is facing more complex development challenges, future portfolios need to be transformational to include climate resilience design with increased participation of the private sector. This will require knowledge upstreaming and enhanced policy dialogue on emerging policy challenges. The proposed TA builds on the lessons and experiences from the earlier and ongoing TAs for capacity development initiatives. The estimated cost of the TA activities is $1.5 million. In addition, the government counterpart will provide in-kind contributions in the form of office accommodation and other logistic support.
