Management submits the following proposal and recommendation for a Transitional Support Facility (TSF) Pillar I Grant of an amount not exceeding the equivalent of UA 5.0 million to the Republic of The Gambia to finance the Public Financial Management and Economic Reform Program (PFM-ERP)-Phase 1.The PFM-ERP is designed as a programmatic series of two consecutive General Budget Support (GBS) operations covering the fiscal years 2023 and 2024. The proposed Program is the first of the two-year series of the Program Based Operation (PBO). The program is designed in response to a request submitted to the Bank by the Government of the Republic of The Gambia (GoTG) in December 2022. The program presents a comprehensive list of structural reforms for the two-year period targeting Public Financial Management (PFM) and Social Protection (SP) with dimensions on gender and food security. The program was appraised on the basis of discussions with the Gambian Government authorities, Development Partners (DPs) and other key stakeholders including civil society, parliamentarians and the private sector.
Project Objectives
The program development objective is to improve governance and fiscal resilience by supporting PFM reforms while strengthening social protection systems to reduce poverty among vulnerable people. The Programs broad intension is to strengthen PFM and SP systems to create the fiscal space though wide ranging policy reforms. |
