The project is designed with the development aspirations of Rwanda’s National Vision 2050 which underpins the need for core skills and competencies as a prerequisite for the country to become an upper middle-income country by 2035 and a high-income country by 2050.The Vision 2050 is implemented through the first National Strategy for Transformation (NST-1, 2017-2024), which is articulated around three main pillars that include: (i) Economic Transformation, (ii) Social Transformation, and (iii) Transformational Governance. The Project contributes to NST-1’s strategic interventions in line with developing a vibrant aviation sector that includes establishing a centre of excellence in aviation to develop aviation skills in the sector. The project is also aligned with Rwanda’s National Transport Policy and Strategy (2021) which articulates policy actions including supporting capacity building programs to increase employment of Rwandan nationals in skilled jobs in the aviation sector. The project will contribute to the attainment of SDG 9, Industry, Innovation, and Infrastructure, in line with Bank guidelines of Project Classification. Furthermore, the project will contribute to the African Union Agenda 2063, specifically Goal 2 that envisages an Africa with well-educated citizens and skills revolution underpinned by science, technology, and innovation.
Project Objectives
The overall objective of the project is to build a skilled workforce to meet national and international aviation training standards and industry demand. The specific objectives of the proposed project are to: (i) improve institutional capacity to deliver high quality training through accreditation and certification with international accrediting bodies like EASA; (ii) increase the pool of domestic certified aviation experts through quality training that meets international standards; and (iii) enhance institutional capacities and frameworks of training as recommended by global Aviation best practices. |
