The project will support planned urban development of peri-urban areas surrounding Ahmedabad city to help control urban sprawl by providing basic infrastructure in five growth centers surrounding Ahmedabad as identified by the Ahmedabad Urban Development Authority (AUDA). The project will mainly improve stormwater drainage; sewerage, including sewage treatment with recycling of sewage for industrial use through public private partnership; and water supply in one project town. The project is also supporting 10 junction improvements along the existing Sardar Patel Ring Road (SPRR) surrounding Ahmedabad city to improve connectivity with Ahmedabad city. Project Rationale and Linkage to Country/Regional Strategy Ahmedabad is a twin city to the Gujarat state capital of Gandhinagar and is the largest city in the state by population and an important industrial center. AUDA is responsible for the planning and development of the Ahmedabad metropolitan area of 1,866 square kilometers (km2) surrounding Ahmedabad city. The AUDA area and adjoining Gandhinagar Urban Development Authority area (388 km2) play a vital role in the state economy, accounting for 29.0% of factories, 21.0% of employment in industries, and 12.6% of gross value added in industries. Ahmedabad is expanding horizontally to adjoining areas (generally referred to as peri-urban areas) because of industrial development and migration, which presents opportunities and challenges. The peri-urban areas comprise smaller urban local bodies (ULBs) or census towns, which are unplanned and unable to benefit from urbanization but often witness the highest population growth rates. AUDA town planning schemes will contribute to systematic urban growth, with urban sprawl controlled by compact, high-density, sustainable, and environment-friendly development. AUDA has set aside land for public purposes, such as low-income housing, open spaces, roads, underground utility infrastructure, social amenities, and commercial land use. Ahmedabad and surrounding areas will be transformed into a more livable and movable city guided by concepts of transit-oriented and polycentric urban development and high-quality public transport services. AUDA is also investing in infrastructure such as internal roads, sustainable water management, green spaces, and affordable housing for the poor. The project will support basic infrastructure services such as water supply, sewerage, storm water drainage and enhancing urban mobility.
