Guinea-Belgian program for the period 2019 – 2023:
This first structural program represents a real opportunity to integrate the socio-economic development vision of the Guinean government and the priorities of Belgian foreign policy and development cooperation into our next interventions in Guinea. Based on the identified socio-economic needs and opportunities, it was proposed to target Belgian support primarily on inclusive and sustainable economic development, human development and respect for fundamental human rights. These themes constitute the common thread of this Guinea portfolio which focuses geographically on the Conakry-Kindia-Mamou axis.
Following the successes recorded under the Belgian start-up program, this new government cooperation program was signed for the period 2019-2023.
In line with the priorities of the Guinean Government, this program, fully implemented by Enabel, has a budget of 45 million euros and is dedicated to the development of agricultural and urban entrepreneurship, with particular emphasis on female entrepreneurship.
Objective:
Its ambition is to contribute to the strengthening of promising economic sectors and the development of inclusive businesses, thus promoting job creation (nearly 12,000 jobs, 40% of which are female).
To do this, the Agricultural Entrepreneurship component focuses on the pineapple, mango and potato sectors, three sectors with high potential for promoting Guinean agricultural potential. Economic operators in these sectors are supported in particular by strengthening their technical-economic capacities, access to financing and access to the market.
The Urban Entrepreneurship component targets micro, small and medium-sized businesses in the cities concerned (Conakry, Kindia and Mamou), through a variety of technical support, easier access to financing and strengthening the ecosystem. local entrepreneurship.
The Womens Entrepreneurship component offers additional support aimed at meeting the specific needs of women entrepreneurs. The challenge of these three interventions is to contribute to the emergence of a network of competitive local businesses, generating added value and jobs. These initiatives are carried out in close collaboration with the sectoral Ministries concerned, technical agencies, professional federations, chambers of commerce and even incubators.
The cooperation program implemented by Enabel also includes two other interventions. The first, called “She Decides”, aims to promote sexual and reproductive rights, including the fight against gender-based violence, through awareness-raising, training and the strengthening of services related to these themes. The second complements the other interventions of the program thanks to a flexible system of training, expertise and studies.
Interventions:
In order to achieve the ambitions of the program on the recommended geographical axis, 5 interventions will be operationalized in a complementary, integrated and structured manner through these 3 pillars: entrepreneurship, sexual and reproductive rights and training.
PILLAR 1
Intervention 1: Support for the development of agricultural entrepreneurship (EA) on the Conakry, Kindia, Mamou axis
This first intervention, amounting to 11.5 MEUR, puts the entrepreneur and agricultural businesses (MSME) active in the three sectors targeted (pineapple, potato and mango) at the center of the actions that will be implemented. All attention will be focused on their
Intervention 2: Support for the development of urban entrepreneurship (EU) in the cities of Conakry, Kindia and Mamou
This second intervention, amounting to 10MEUR, adopts, in its approach, the same main principles as for agricultural entrepreneurship but this time focusing on the three urban centers of Conakry, Kindia and Mamou. However, taking into account the specificities of the entrepreneurial fabric in each of the three cities concerned, priority is given to supporting existing micro, small and medium-sized enterprises (MSMEs) with a focus on inclusive businesses in various growth sectors (energy, NICT, agriculture , construction, crafts, etc.).
Intervention 3: Support for the development of womens entrepreneurship (FE) on the Conakry, Kindia, Mamou axis
This third intervention, amounting to 3.5 MEUR, completes the system put in place at the agricultural and urban level, focusing on support for female entrepreneurship. The focus is on specific economic activities and (new) opportunities for women, on taking into account their particular needs as well as on mitigating the specific brakes and obstacles they face daily in rural and urban areas.
PILLAR 2
Intervention 4: Promotion of sexual and reproductive rights – She decides
The economic empowerment of women and young people, promoted by intervention 3, is closely linked to their social emancipation and the promotion of their sexual and reproductive rights which constitutes the objective of this intervention. She decides-PDSR (5 MEUR) focuses primarily on strengthening rights holders at the individual, community and association levels.
PILLAR 3
Intervention 5: Training, Studies and Expertise Project (PdFEE)
The PdFEE (5 MEUR) constitutes a flexible instrument which will complement the other interventions in the portfolio.
