The Operational Program supports the activities of epidemiological surveillance and laboratory diagnosis of the General Directorates of Plant Health, Animal Health and Food Safety.
General objective:
Support SENASICA in strengthening the diagnostic capacity in animal health in all regions of the country, which allows maintaining and consolidating epidemiological surveillance of exotic diseases or those under campaign in Mexico.
Specific objectives:
Strengthen the operation of 46 diagnostic laboratories in the areas of plant health, animal health and agri-food safety
Strengthen phytosanitary epidemiological surveillance
Reinforce the technical capacity of laboratories in the technical areas of "SENASICA", to strengthen epidemiological surveillance, detection, diagnosis and attention to phytozoosanitary risks.
Reinforce the capacity for phytosanitary, aquaculture and fisheries diagnosis, food safety, field operations, administrative, legal operations, calibration and aptitude tests, with the assignment of personnel with the required profile and characteristics
Strengthen the bases and mechanisms to operate epidemiological surveillance with technical and scientific support, for the timely detection of plant diseases and pests.
Reinforce the technical capacity, calibration and aptitude tests of the SENASICA laboratories, to support the actions of epidemiological surveillance, detection, diagnosis, confirmation and attention to phytozoosanitary risks and diseases.
Avoid the introduction and spread of pests, exotic diseases and under monitoring of plants, strengthening epidemiological surveillance throughout the national territory.
Strengthen diagnostic capacity in animal health, plant health, agri-food safety, genetically modified organisms, and microbiological contaminants in imported agricultural, aquaculture, and fishery products, and from water sources.
Support to the network of Regional and Molecular Biology Diagnostic Laboratories, diagnosis of animal diseases and verification of veterinary biological products, through the necessary training and updating, thus guaranteeing phytozoosanitary protection.
Strengthen diagnosis, verification, procedures, and services in the area of ??animal, aquaculture, and fisheries health, through technical-administrative cooperation between SENASICA and IICA.
Guarantee surveillance and protection against phytozoosanitary risks, health, safety of agricultural, aquaculture, fishing, organic products in the national and international market.
Generate, validate and transfer the phytosanitary reference as technical-scientific support to address phytosanitary problems; diagnose pests in a timely manner; and assist in the monitoring of phytosanitary protection and regulation activities.
Timely detect any of the 36 regulated pests absent from Mexico, and generate scientific technical support to assist in the regulation of imports and in the management of market access for agricultural exports.
Strengthen the diagnosis of exotic and endemic diseases, and monitoring of toxic and polluting waste. Implement and validate laboratory techniques for the diagnosis of diseases with a high impact on animal, aquaculture, and fisheries health, and for the determination of toxic residues and contaminants in goods of animal origin. Timely attend procedures and services required in terms of animal health, aquaculture and fisheries. Prepare, review and follow up on disease work programs, to maintain international recognition of Mexicos animal health, aquaculture and fishing status.
Issue reports or reports of results for the detection of pathogens, pesticide residues and GMOs in agricultural products; determination of clenbuterol in cattle fluids; genomic characterization of bacteria of agri-food interest, strengthening of the analytical capacity of laboratories, through design and technological innovation plans (needs of the sector). Assist in biosafety activities for Modified GMOs, agricultural biotechnology, and regulatory issues for agricultural use.
Improve processes of certification, expansion, renewal, supervision, verification and inspection of TIF establishments; MVRA authorization, in slaughterhouses and slaughter units, offering hygienic-sanitary quality. Opening of new international markets; improvements in Control and Surveillance Systems in TIF establishments. Respond to requests for pollution risk reduction systems (SRRC) and Good Practices.
Generate scientific technical support for operational and regulatory actions. Timely detect the inclusion of regulated pests absent in Mexico. Study, validate and produce biological control agents for sustainable pest management.
Develop phytosanitary diagnostic protocols for transfer to approved laboratories. Carry out phytosanitary diagnoses of regulated pests. Develop phytosanitary references, such as guides, sheets, manuals and technical opinions. Follow-up to work plans and campaign programs and phytosanitary programs. Nationally operate traps against exotic pests. Delimit eventual incursions of regulated pests absent in Mexico. Assist in the management to operate agricultural imports. Generate technical files such as management of access to agricultural markets, and assist in the issuance of phytosanitary certifications. |
