Cooperation project for technical management and corresponding administrative assistance services to the Tobacco Areas Reconversion Program -PRAT, of the Special Tobacco Fund -FET, developed by the Tobacco Coordination, to consolidate the efficiency and effectiveness of the activities carried out in the tobacco-producing provinces, as a public policy aimed at improving the quality of life of tobacco producers, their families and salaried personnel who participate in the tobacco chain at different levels.
General objective:
Provide the Agroindustry Government Secretary (former Ministry) with the corresponding technical assistance and administrative services to assist the Tobacco Coordination in general and the PRAT in particular, in the implementation of public policies and management strategies aimed at increasing sustainable production, efficiency in business management, profitability and competitiveness of the tobacco production sector, as well as the quality of life of the Nations tobacco producers.
Specific objectives:
Establish a functional monitoring, follow-up and evaluation system of the PRAT/TOBACCO COORDINATION operation, which provides assertive, concrete and coherent information to those responsible for management and which constitutes a continuous process of accountability for the transfers of the Special Tobacco Fund -FET
Install technical and management capacities in the Coordination Units of the different territorial levels, as well as in the relevant actors of the sector, favoring their academic, technical and professional capacity, enhancing their skills and knowledge of the specific management processes of the sector. Strengthen the capacities of the TOBACCO COORDINATION team that participates in the PRAT/FET for the development of strategic planning processes that support sectoral policy decision-making, based on studies and analysis of macro and micro opportunities and conditions environment that surrounds the activities of the PRAT, as well as technical tools for the improvement of processes that contribute to the achievement of the objectives of the Management Plan of the Special Tobacco Fund -FET
Promote and accompany the execution of a modernization and institutional development project that, based on the explicit diagnosis of the state of the situation of the sector and the tobacco farms and the design of management and technology tools, guarantees the quality and transparency of the management, the effectiveness and efficiency in the development and implementation of public policies and strategic operational decentralization.
Promote knowledge management and the installation of capacities in the Provincial and National Coordination Units, as well as in the relevant actors of the sector, favoring their academic, technical and professional capacity, enhancing their skills and knowledge of management processes specific to FET and general to national tobacco production
Promote and accompany modernization and institutional strengthening actions that, based on the explicit diagnosis of the state of the situation of the sector and the tobacco farms and the design of management and technology tools, guarantee the quality and transparency of management, the effectiveness and efficiency in the development and implementation of public policies and strategic operational decentralization.
Adapt and strengthen the operational monitoring and evaluation strategy of the PRAT/FET, through a monitoring and audit system that provides assertive, concrete and coherent information to those responsible for management so that it becomes a continuous process of accountability of transfers from the Special Tobacco Fund -FET
Contribute to the effectiveness of the different processes, activities and actions carried out within the framework of the TOBACCO COORDINATION that contribute to improving the operational and administrative management of the FET/PRAT, guaranteeing the principles of transparency and efficiency of public investments.
Strengthen the capacities of the TOBACCO COORDINATION team that participates in the PRAT/FET for the development of strategic planning processes that support sectoral policy decision-making, based on studies and analysis of macro and micro opportunities and conditions environment surrounding the PRAT activities, as well as technical tools for improving the management processes of the Special Tobacco Fund -FET |
