The development objective of the Earthquake Recovery and Reconstruction Project for Türkiye is to restore access to essential municipal and health services and resilient housing in selected provinces affected by the February 2023 earthquakes in Türkiye. The project comprises of four components. The first component, restoration of municipal infrastructure and services will finance civil works (including demolition as applicable), goods, consulting, and non-consulting services needed to restore access to critical municipal services of affected people while enhancing disaster and climate resilience. It consists of following sub-components: (i) resilient rehabilitation and reconstruction of municipal infrastructure; and (ii) resilient recovery of municipal service facilities. The second component, restoration of health services will finance goods, consulting, and non-consulting services to restore access to health services for the people affected by the February 2023 earthquakes in the short-term. It consists of following sub-components: (i) ensuring continuity of primary-level and hospital-level health services; (ii) providing mobile diagnostic services; and (iii) supporting access to vaccination, disability services, and medical equipment. The third component, rural housing reconstruction and recovery will finance civil works, goods, consulting, and non-consulting services to support two activities related to post-disaster rural housing reconstruction and recovery. It consists of following sub-components: (i) resilient rural housing and village reconstruction; and (ii) capacity building for resilient recovery and post-disaster housing support. The fourth component, project management, monitoring and evaluation will finance consulting and non-consulting services, goods, training, and operating costs for supporting the Implementing Agencies in project management and implementation activities under the project, including for, but not limited to, monitoring and evaluation, reporting, procurement, financial management, environmental and social management, grievance redress mechanism, citizen engagement, and project communication and outreach. |
