The support project for the 5th General Population and Housing Census (RGPH) is part of the Indicative Cooperation Program (ICP) 2016-2020 signed between the Grand Duchy of Luxembourg and the Republic of Cabo Verde on March 12, 2015. It was funded to the tune of EUR 3,200,000 by the Luxembourg Cooperation until 2022. Due to the postponement of the RGPH from 2020 to 2021, it is the only PIC IV project to have continued until 2022.
The objective of the RGPH was to improve knowledge of the characteristics of the population and housing and thus contribute to the consolidation of public and private interventions in the development of the country.
This project supported the National Institute of Statistics of Cabo Verde (INE), particularly in:
the realization of the 5th RGPH 2021 in Cabo Verde;
carrying out the post-census survey;
the phase of analysis and dissemination of the results of the RGPH.
The action took place through the following key activities:
capacity building in terms of computer equipment (namely 1,500 tablets) and software maintenance licenses, in order to guarantee the countrys first paperless census;
nationwide public awareness campaigns for field data collection activities;
recruitment, selection and training of the team of investigators for the 22 municipalities of the country;
public awareness of the post-census survey;
capacity building in the design, processing and analysis of post-census survey data;
carrying out the work in the field.
As part of the project, some capacity building components have been developed through the mobilization of ad hoc specialized technical assistance, especially necessary in the preparation of post-census survey actions as well as in the analysis and dissemination results.
In this context, LuxDev has entrusted part of the implementation of the project to INE through a delegation of funds and implementation agreement (CDFMO), while maintaining a key role by ensuring:
the implementation of the project management system;
preparing, setting up and monitoring the execution of the CDFMO;
conducting monitoring, evaluations and audits;
carrying out acquisitions at the request of INE. |
