The Asian Development Bank (ADB) approved on 3 December 2020 a grant not exceeding $45,000,000 to the Kingdom of Tonga from ADB Special Funds resources (Asian Development Fund) for the Nukualofa Port Upgrade Project (the ongoing project). The project became effective on January 2021 and the grant closing date is December 2026. The project will upgrade cargo wharves located in the Queen Salote International Wharf (QSIW) of Nukualofa Port, strengthen management and operations and improve the port capacity.

Project Rationale and Linkage to Country/Regional Strategy The proposed project is suitable for additional financing as it is consistent with project results, government priorities, and the current country partnership strategy as included in the ADB Pacific Approach, 2021 to 2025, which emphasizes transport development and regional connectivity. The additional financing continues to be aligned with ADB Strategy 2030, which expands the focus on small island developing states to strengthen connectivity, access, and institutional capacity, while tackling climate change impacts and disaster risks, fostering regional cooperation and integration and addressing poverty and reducing gender inequalities.

Capacity and operations of Nukualofa Port improved.
Progress Toward Outcome Procurement support for the Nukualofa Port Upgrade Project is ongoing. Detailed engineering design for the Fangauta Lagoon Crossing Project is reaching completion and procurement (prequalification) has just started.
