Summary
The proposal proposes to amend Section 87 e of the Act on the Promotion of Integration regarding the release of information from the welfare area to the municipalities so that the municipality would have the right to receive the necessary information from the welfare area also for 2021 in order to compensate for certain costs.
Starting points
According to the Integration Act, the state compensates the municipality for the costs incurred in promoting integration defined in the law. Until the end of 2022, costs may have arisen for the municipality, for example, from organizing services that were included in the social and healthcare services offered by the municipality. The municipality must apply for the mentioned compensation no later than two years after the end of the calendar year during which compensation is applied for for the activity that took place. In order to apply for compensation, the municipality may need information from the welfare area, which is currently responsible for organizing social and health services. The municipality has the right to receive information from the welfare area about a person for whom the provided service has incurred expenses that are reimbursed to the municipality under the Integration Act during the year 2022. It turns out that not all municipalities have applied for compensation for the year 2021, which is why the right to access information should be expanded so that the municipality has the right to access information for 2021 as well. In the motion, it is proposed to amend the mentioned law so that the municipality would have the right to receive the necessary information for the year 2021 from the welfare area. |
