The EBRD loan is a part of a broader financial package, which includes an investment grant from the EU Neighbourhood Investment Platform ("EU NIP") in the amount of up to €2.75 million and an investment grant of up to €1.7 million from the EBRD Crisis Response Special Fund benefiting from the US government contribution. The Citys financing of €1.5 million is to be used for upgrading trolleybus stops and traction substations as well as modernising trolleybus depot. The Project was identified as a priority follow-on transaction in the course of the development of the Green City Action Plan ("GCAP") and an Internally Displaced Persons ("IDPs") Rapid Appraisal Report, which was prepared by GCAP consultant to assess the specific impacts of the influx of IDPs on the Citys infrastructure and the provision of public services. Project Objectives The proceeds of the EBRDs loan and the aforementioned grants will be used for the acquisition of new trolleybuses along with spare parts, remote monitoring system and service equipment. The modernisation of the trolleybus fleet will improve the reliability and quality of services for public transport users, as well as improve air quality through reduced Nitrous Oxides ("NOx") and Particulate Matter ("PM") emissions. The upgrade of trolleybus stops and installation of surveillance cameras inside trolleybuses will improve the safety of public transport services, while the modernisation of traction substations and depot will play an important role in improved energy efficiency and reliability of the catenary network operation, which is especially critical in view of the recent attacks on the energy infrastructure of Ukraine. The Project plays a vital role for IDPs, who had to relocate to Khmelnytskyi from the temporarily occupied territories or territories close to the frontlines, as well as other vulnerable groups of population, as it improves access to safe and reliable public transportation. According to the Rapid Appraisal Report, over 60% of IDPs in the City are women, and over 90% of IDPs lost their jobs due to the war. A recent EBRD report on gender-based violence in Ukraine has found that displaced women are more than three times more likely to experience gender-based violence and harassment than non-displaced residents. Women and children are also at higher risk of trafficking and exploitation.
