Project General Description
The Multinational (Rwanda/Burundi): Cross Border Roads Upgrading Project including construction of a One Stop Border Post (OSBP) at Akanyaru Haut Border has been prioritised by the two countries as part of addressing the missing road links. Indeed, missing links and poor transport infrastructure in Rwanda and Burundi are constraints to achieving the desired goals of the development strategies. The proposed project will enhance regional integration in the East African Community (EAC) by bridging vital links to the Central and the Northern Corridors and improving access to the sea for Burundi and Rwanda. Due to resource constraints, upgrading of the roads and construction of the OSBP will be completed in two phases. Phase 1 will comprise: Upgrading from gravel to bitumen 69km of roads in Rwanda (part of 213km Cross Border Roads in Rwanda), a Feasibility Study, and Detailed Engineering Designs (including ESIA, RAP, Gender impact assessments/analyses, business development opportunities’ study in the project area) of 65km of road in Burundi ; aa Feasibility Study, Detailed Engineering Design of a One Stop Border Post at Akanyaru Haut Border; and the provision of social infrastructure and related Services, and institutional support and capacity building of implementing agencies in the two countries. The actual construction and equipping of the One Stop Border Post Akanyaru Haut construction of the 65km of roads in Burundi (to be designed under phase 1), and remaining sections of Cross Border roads in Rwanda (about 144km) will be completed in Phase 2.
Project Objectives
The project development objective is to improve transport connectivity between Burundi and Rwanda by upgrading of missing links on the Central and Northern Corridors in both countries. This will in turn strengthen regional integration and trade in EAC Region, particularly between Rwanda and Burundi thereby contributing to poverty reduction and improved living conditions of the people. The specific objectives of the project are to: (i) reduce travel cost and time by improving road conditions and improving road safety; (ii) improve regional trade and integration by reduction in logistical costs; and (iii) improve economic and social empowerment of residents along the project road and within the project areas of influence in Rwanda and Burundi.
Beneficiaries
In Rwanda, the Cross Border Roads are spread in North-western and South-western region across six districts covering an estimated population of about 2.0 million people living along the road corridor, bordering with the Democratic Republic of Congo (at Nshili border) and in the South-western side the Corridor connects with Burundi through Akanyaru Haut Border. The project’s immediate zone of influence in Burundi is Kayanza District with an estimated population of about 0.3 million people and rich in agriculture. Based on experience with the completed and ongoing Bank financed road transport projects in Rwanda, the project will provide temporary employment during construction phase of about 2,400 (30% women) and will also provide social infrastructure along the corridors specifically agricultural produce collection centres/markets. |
