Project General Description
The project aims to support Transaction Advisory Services for development of the Otjiwarongo Municipality Wastewater Treatment Plant (OMWWTP), associated infrastructure and a Waste to Energy Project. The MIC TAF Grant shall be used to finance the engagement of a Transactions Advisor and an ESIA/ESMP and RAP consultant to assist the Otjiwarongo Municipality to assess the feasibility of the project, preparing tender documentation for competitive bidding and provision of advisory services during the bidding process until financial close of the Project. The Government and the Otjiwarongo Municipality therefore wish to explore the feasibility of implementing this project as a Public-Private Partnership (PPP) in accordance with Public Private Partnership Act (No. 4 of 2017) and Namibia PPP Guidance Manual (2013). The Technical Assistance will be implemented over a period of 30 months between January 2023 and June 2025 following approval by the Bank. The total study cost is estimated at UA 1,325,213.45, net of taxes and duties.
Project Objectives
The development goal of the Project resulting from the study is to support Sustainable Water and Sanitation Management Solutions in Otjiwarongo Municipality through the construction of sustainable wastewater treatment, water supply facilities, and conversion of the waste to energy eventually leading to the creation of a Circular Economy thereby contributing to better living conditions and sustainable human development. The Government therefore wishes to engage the private sector, through a Public Private Partnership (PPP) contract to design, finance, construct, operate, and maintain the associated works for wastewater and water infrastructure.
Beneficiaries
The project’s outcomes will contribute towards the wellbeing and improved living conditions of the people of Otjiwarongo Municipality through improved access and quality of water production and improved access to improved sanitation in the municipality. There is urgent need for the sewerage system to be upgraded so that it can serve the existing population of 45 000 residents and to address the population growth in a sustainable manner. Otjiwarongo’s population is expected to double to 80,000 people by 2040. |
