Project General Description
The proposed infrastructure project responds to a pressing need to accelerate and improve the Somali population’s access to a more reliable, resilient, clean, and affordable source of power, while also ensuring a gender-responsive approach. It is designed with the following major components: (i) Installation of solar photovoltaic (PV) generators and battery storage, (ii) Construction of distribution lines and installation of transformers, including the connection of new customers, (iii) Dissemination of advanced biomass, and (iv) Undertaking technical assistance (TA) and capacity building. Implementing the above components will achieve the following project outputs: (i) 2,450 kWp PV and 4,750 kWh battery will be installed; (ii) 30.22 km (MV) and 24 km (LV) lines will be constructed, and 31 transformers will be installed; (iii) 15,000 new customers will be connected and 4,200 energy meters supplied to poor households; (iv) 25,000 improved cooking stoves will be disseminated; and (v) MoWER and ESP personnel will be trained. The total cost of the project is estimated at UA 6.45 million, including contingencies but net of taxes and duties.
Project Objectives
The project development objective is to improve energy services in Somalia’s urban and rural communities, thereby contributing to economic growth and improved health outcomes, while reducing any adverse environmental impacts. This will involve the scaling-up of modern energy services to both urban and rural communities through the implementation of renewable energy, the expansion and reinforcement of the distribution network, and the dissemination of advanced cooking technologies. This intervention will also spur economic growth and increase productivity for private sector and job creation opportunities for women and youth.
Beneficiaries
Beneficiary towns were selected by the MoEWR in consultation with stakeholders. The project selected towns will cover primarily Eyl (Puntland), Dusamareeb (Galmudug), Jowhar (Hirshabelle), Barawe (South-West), and Bardhere (Jubbaland) areas. Close to 15,000 new households will be provided with an electricity supply, of which 4,200 low-income households will be provided with electricity meters paid for by the project. The project will also finance around 25,000 advanced cookstoves for dissemination. The main socio-economic impact of the proposed project is the utilization of mini-grid systems to increase electricity access and improve an efficient use of biomass fuels for cooking in the project area. This will contribute to economic growth, an improvement in the living conditions and health of the population, especially that of women and girls, and a reduction in environmental degradation, thereby reducing greenhouse gases (GHGs). The ultimate beneficiaries will be the agencies responsible for the Operation and Maintenance (O&M) of the project assets, namely the Electricity Service Providers (ESPs). These will be responsible for the assets financed and constructed under Component 1. |
