According to the decree, the advisory board acts as a negotiating and opinion-making body in matters concerning:
1) answers that the government gives to the series of questions concerning matters included in the agenda of the International Labor Conference and statements that it gives about future draft texts to be discussed by the conference;
2) Bringing new agreements and recommendations approved by the ILO to the parliament for consideration and ratifying the agreements in accordance with Article 19 of the ILO Constitution; 3) taking unratified conventions and recommendations that have not yet been implemented for review at appropriate intervals with a view to promoting the ratification of conventions and the implementation of recommendations;
4) questions that may arise in connection with the reports given to the International Labor Office in accordance with Article 22 of the ILO Constitution; and
5) proposals regarding the termination of ratified conventions.
The negotiating committee must give statements to the Government and the Ministry of Labor and the Economy and take initiatives on matters concerning:
1) Finlands representation in ILO labor conferences and governing bodies, as well as in the meetings and negotiations organized by it;
2) Making the goals and activities of the ILO known in the country;
3) other wide-ranging or principled issues related to the ILOs operations; and
4) other issues within the scope of the ILO, which the Ministry of Labor and the Economy assigns to be dealt with by the advisory board.
The council can set up divisions. The council and its division have the right to consult experts.
