Project Name Enhancing Local Authorities Contributions to Governance and Development Processes in Zimbabwe
Project Detail The overall objective of the project is to enhance accountable local governance for inclusive and participatory socio-economic development and effective and efficient gender sensitive service delivery in Zimbabwe through: Supporting the Local Authorities (LAs) and Associations of Local Authorities (ALAs) to improve their governance institutional capacity through service level benchmarking and effective individual and institutional capacity building interventions. Strengthening the capacity of local authorities to create an enabling environment for inclusive and sustainable citizen participation in local governance and socio- economic development with increased focus on marginalised and vulnerable community members. Promoting Local Economic Development and enhancing Local Authorities financial sustainability. Achievements to date, Development and Implementation of the Local Authorities Digital System (LADS) which has resulted in improved financial management, revenue collection, billing, tracking of land sales and leases in Gokwe Town Council, City of Mutare, Zvimba RDC and Chipinge Town. Official launch of LADS at the national level and adoption and roll out by the Ministry of Local Government. Launch and adoption of the ward profiling framework by the local government sector. The Ministry is spearheading the development of a comprehensive framework that will facilitate the establishment of each local authority’s development needs and fiscal capacity. Completion of ward development profiles and plans in the 15 local authorities. Ward development as a governance concept has been embraced and institutionalised by all the beneficiary 15 local authorities and has improved the citizens understanding and contribution to their local development. Improved budgeting in the supported LAs. Development and adoption of Local Economic Development (LED) Strategies Improved capacity by the Ministry of Local Government to analyse Local Authorities budgets Increased understanding of local governance, ward development leadership, roles and responsibilities by the Local Authorities. Improved gender mainstreaming and budgeting Kanyemba town development as part of Local Economic Development (LED) Promotion of Marovanyati Dam in Buhera as part of LED.
