Project Rationale and Linkage to Country/Regional Strategy
Disasters pose a substantial threat to sustainable socioeconomic development in Asia and the Pacific.
Comprehensive approaches are needed to strengthen ADB and DMC disaster risk understanding and deliver resilient investments.
Geophysical hazards are not systematically addressed in DMC programming.
ADBs 2021 Disaster and Emergency Assistance Policy emphasizes that risk management begins with risk reduction; and acknowledges that DMCs have differentiated risk profiles and, thus, opportunities for enhanced resilience. The TA will directly support improved differentiated risk information and disaster risk reduction by (i) developing best practice technical guidance and innovative knowledge solutions for geophysical hazard assessment and management, (ii) assessing the current landscape of geophysical hazard resistant codes and standards in priority Group A DMCs, and (iii) developing action plans and convening regional dialogue to enhance country systems and standards for resilient infrastructure and urban development.
