Project Detail Project No. SCCP 02 2022S Project Title Workshop on Tax/Duty Collection, Risk Management and Trade Facilitation for Imports of Low Value Goods under De Minimis Thresholds Project Status Project in Implementation Fund Account Self-Funded Project Year 2022 Sponsoring Forum Sub-Committee on Customs Procedures (SCCP) Topics Customs Committee Committee on Trade and Investment (CTI) Project Summary The growing volume of imports of low value goods from online sales have accelerated by changing retail patterns and COVID – 19 disruptions. In the emerging of digital economy, many economies have seen significant growth in the volume of low value imports of physical goods making risk management and trade facilitation more difficult. For economies where the de minimis threshold is substantial and applies to both tax and duty, the resulting revenue loss can be significant and create unfair competition for domestic retailers who are required to charge VAT/GST. Australia, New Zealand, and the European Union collect tax on low value goods while managing risk (using data) and facilitating trade in legitimate goods. To learn the practices and experiences from the relevant economies/organizations, Thailand proposes to conduct a workshop to study on how to collect tax/duty from imports of low value goods under the de minimis thresholds and how manage risk on shipments of low value goods under the de minimis thresholds while facilitating their movement across the border. We schedule to host a virtual workshop to share experiences among SCCP members, the private sector, international organizations, and other relevant parties involved in this activity. A summary report on what we have learned from the workshop, then, is drafted and circulated to all SCCP members and will be served as a reference document for economies who want to learn more about methods for tax/duty collection for imports of low value goods under de minimis thresholds.
