The support project for the Vth General Population and Housing Census 2020 (RGPH-2020) is part of the Indicative Cooperation Program (PIC) 2016-2020 signed between the Grand Duchy of Luxembourg and the Republic of Cabo Verde on March 12, 2015. It is funded to the tune of 3,200,000 EUR by the Luxembourg Cooperation for a period of 2 years, until June 2021.
The objective of RGPH-2020 is to improve knowledge of the characteristics of the population and of housing and thus contribute to the consolidation of public and private interventions in the development of the country.
This project aims to support the National Institute of Statistics of Cabo Verde (INE), in particular in:
the completion of the 5th General Population and Housing Census 2020 in Cabo Verde RGPH-2020 ;
carrying out the post-census survey (CPI);
the analysis and dissemination phase of the RGPH-2020 results.
The action will take place through its key activities:
acquisitions and capacity building in terms of IT equipment and software maintenance licenses;
public awareness campaigns throughout the country for field data collection activities;
recruitment, selection and training of the team of investigators for the 22 municipalities of the country;
raising public awareness of the IPC;
capacity building in the design, processing and analysis of CPI data;
carrying out fieldwork.
As part of the project, certain capacity building components will be developed through ad-hoc missions and exchanges with the National Institute of Statistics and Economic Studies of Luxembourg (STATEC), with which INE has signed a cooperation protocol in 2013. It is planned to carry out twice a year exchange missions and / or methodological workshops, either in Praia or in Luxembourg. The INE indicated that this technical support would be necessary above all in the preparation of post-census survey actions and the analysis and dissemination of the results.
LuxDev, which plans to entrust part of the implementation of the project to INE through a delegation of funds and implementation agreement (CDFMO), retains a key role by ensuring:
l setting up the project management system;
the preparation, establishment and monitoring of the execution of the CDFMO;
conducting monitoring, evaluations and audits;
the organization of exchange and partnership missions between INE and STATEC;
the realization of certain acquisitions at the request of INE. |
