PASEHA 3, a joint Luxembourg / Denmark program, supports the water and sanitation sector based on two framework documents from the Ministry of Hydraulics and Sanitation (MHA):
the institutional support project of the Ministry of Hydraulics and Sanitation; and
the water and sanitation sector program (PROSEHA for the period 2016 - 2030).
The overall objective of the program is to "Guarantee access for all to water and sanitation and ensure sustainable management of water resources". More specifically, PASEHA 3 aims to ensure effective and sustainable leadership on the development of the sector by the MHA and to contribute to improving the populations access to water and sanitation services by 250,000 additional people in five years.
The implementation will be carried out through two components. Component 1 will strengthen the capacities of the sector to ensure the implementation of PROSEHA. This component will be implemented under the supervision of LuxDev and on the basis of the institutional support project developed by the Ministry. The delegation of the European Union in Niger has expressed its willingness to delegate the implementation of the actions provided for in the measures complementary to its Sector Reform Contract to Luxembourg Cooperation.
Component 2 will support the implementation of PROSEHA which integrates four outcomes aligned with the four sub-programs of PROSEHA (indicative), namely:
good governance of the sector is strengthened;
equitable, affordable universal access to drinking water in rural areas is improved;
equitable, affordable universal access to adequate sanitation and hygiene services in rural areas is improved; and
knowledge, management and protection of water resources are improved.
The system used for the implementation of PASEHA 3 is based on:
the Ministry of Hydraulics and Sanitation under the supervision of the General Secretariat;
the Common Funding Mechanism (CFM) steering committee as a decision-making body;
the MFC as a means of financial implementation of component 2 of support to PROSEHA (budgeted aid entered in the State budget); the MFC is aligned with national procedures (public expenditure chain and public procurement code); a procedure manual will be drawn up and validated;
technical assistance recruited by LuxDev and a project manager recruited by the MHA to support the works. |
