The development objective of the Electricity Sector Strengthening and Access Project for Liberia is to increase access to electricity and improve the operational efficiency of Liberia Electricity Corporation (LEC). The project comprises of three components. The first component is rehabilitation and expansion of electricity infrastructure and systems and access expansion. It consists of following sub-components: (i) distribution network rehabilitation, densification, and expansion; (ii) revenue protection program; (iii) establishment of district offices and customer service centers (CSCs); and (iv) establishment of supervisory control and data acquisition (SCADA) system. The second component, electrification of health centers and households in off-grid rural areas will support the design and implementation of pilots for reaching dispersed communities through stand-alone solar systems and test the implementation arrangement for privately delivered single-community mini grids. It consists of following sub-components: (i) electrification of health facilities through stand-alone solar systems; and (ii) electrification of households in off-grid areas. The third component, technical assistance for institutional reform, capacity building of sector institutions, and implementation support to LEC will support an extension of the current management service contract (MSC) and a transition from the MSC to a full-time sustainable management including training and capacity building of LEC. It consists of following sub-components: (i) support for management service contract and transition to full-time sustainable management; (ii) technical assistance, training, and capacity building of sector institutions and project implementation support; and (iii) support to sector policy and regulations. |
