Project Detail Project General Description The AfDB loan of seventy-five Euros (EURO 75,000,000) to the Republic of Côte dIvoire is designed to finance the COVID-19 Response Support Programme (PARC) in the country. The proposed programme is a Crisis Response Budget Support (CRBS) operation, disbursable in a single tranche in 2020. It comes in response to two financing requests and is intended for the implementation of both the COVID-19 health response plan and the economic, social and humanitarian support plan in CôtedIvoire. The programme design is based on the Guidelines on the new COVID-19 Rapid Response Facility (CRF) by the Board of Directors on 8 April 2020. Project Objectives The expected outcomes of the programme are to(i) control the spreadof the COVID-19 pandemic and support vulnerable households,(ii) strengthening the resilience of vulnerable populations, and (iii) maintaining the productive tool and a rapid post-crisis recovery of the Ivorian economy. The program will support the implementation of the activities contained in the health response plan. To this end, the government will take the following measures: (a) the adoption and implementation of the health response plan; (b) the establishment of the health action unit in charge of the crisis; (c) the adoption of a decree on the price cap for hydroalcoholic gels; and (d) exemption from customs duties and taxes on health equipment, materials and other health inputs as part of the fight against COVID-19. The program will also support the establishment of a geolocation and monitoring platform for contact persons and confined patients; and the implementation of the monitoring and evaluation framework integrated into the COVID-19 interventionplan, which includes the collection of data on the number of COVID-19 tests, the number of infected cases, the number of recovered cases , mortality rates, number of treatment Centers. The expected results are: (i) the increase in the percentage of the populations tested which will increase from 0.003% to 2% at the end of December 2020, (ii) the strengthening of intensive care units capacities by increasing the number of intensive care beds which will increase from 18 in April 2020 to 76 in the third quarter of 2020.
