PROJECT DESCRIPTION
A. Project Development Objective
PDO Statement
23. The objective of the Project is to improve availability, utilization, and quality of primary healthcare
services and elementary education services in Selected Districts of Khyber Pakhtunkhwa.
PDO Level Indicators
• Additional classrooms constructed – disaggregated by gender (availability)
• Children benefitting from direct interventions to enhance learning – disaggregated by gender
(utilization)
• Children’s literacy as measured by provincial assessment– disaggregated by gender (quality)
• Children’s numeracy as measured by provincial assessment – disaggregated by gender (quality)
• Facilities providing 24/7 delivery services in target districts (availability)
• Pregnant women delivering in health facilities in target districts (utilization)
• Facilities in target districts which had no stock-outs of unexpired essential medicines (quality)
B. Project Components
24. The project will target four districts of KP: Peshawar, Haripur, Nowshera and Swabi. These districts
cover close to a quarter of the provincial population (8 million people) and host two-thirds of the Afghan
refugee population in KP that is 63 percent or 519,303 refugees. There are important gender disparities in
education in all districts. The school participation rate for boys between 5 and 16 years of age ranges
between 90 to 92 percent compared to 75 to 86 percent for girls. Even in a district such as Haripur where
the gender parity for 5-9 year olds is 0.96, it drops to 0.80 for children 10-16 years of age. Given the high population density, these districts have been very much affected by the COVID-19 pandemic. Selection of
the facilities to benefit from project interventions is based on availability and quality of existing education
and health care infrastructure and concentration of refugees in the facility’s surrounding location. In
addition, support to deal with the COVID-19 pandemic will also be included in the criteria for final selection
of facilities. Given that the national PREP project also supports the province of KP, all interventions under
this project and related to COVID-19 will be carried out in a complementary manner with those covered by
PREP. The project has three main components as below:
Component 1. Improving Delivery of Quality Primary Health Care Services (US$77.2 million equivalent).
Component 2: Improving Availability and Quality of Education Services (US$109 million equivalent).
Component 3: Strengthening Community Engagement and Accountability (US$13.8 million equivalent). |
