These constraints make it difficult for Mongolia to achieve the national renewable energy share target. In case of significant power supply and demand imbalance, the power grid could suffer from large-scale blackout. Therefore, there is an urgent need to establish a smart integrated monitoring, and control energy system by adopting innovative technologies and solutions. Project Rationale and Linkage to Country/Regional Strategy The Government of Mongolia sets its renewable energy share target as 20% by 2023 and 30% by 2030 in Mid-term National Energy Policy (2018 -2023). The target is in line with the submitted Nationally Determined Contribution under the Paris Agreement to reduce national greenhouse gas emission and to adapt to the climate change impacts. To facilitate the target achievement, the government requested ADB to support the study on the grid modernization using innovative technology and solutions. ADBs Strategy 2030 supports tackling climate change and promotes innovative technology to achieve the goal. Further, because Mongolia is a vast and sparsely populated landlocked country, the countrys power transmission lines generally stretch long distance, exposing the grid to stability risk. The countrys large load centers are in the north, and the best wind power resources are located in the south. Development of wind power generators with fluctuating output far from the load centers increases the risk of voltage instability. Firms will be selected using the quality- and cost-based selection (QCBS) method with a 90:10 quality-cost ratio to ensure quality of the complex scope, using simplified technical proposal. The estimated input will be 60 person-months of international and national consulting services over 12 months.
