Project Rationale and Linkage to Country/Regional Strategy During country safeguards review mission in November 2018, 8 projects in Afghanistan were identified as non-compliant with ADB Safeguards Policy Statement 2009 on Involuntary Resettlement (ADB SPS 2009). Detailed action plans with specific timelines were developed to bring projects back to compliance. Executing agencies (EA) have been demonstrating a strong commitment to implement social safeguards policies and bring these projects back to compliance. In achieving and keeping this target, EAs need a capacity building support to increase their knowledge and understanding of ADB Safeguards Policy Statement 2009 for Involuntary Resettlement. International experts are not willing to travel to Afghanistan for processing and ongoing projects due to increased security risks. Also, there is quite limited number of national social safeguards expertise in the country. Location of project site areas in _active conflict zones_ or _post-conflict zone_ areas is another challenge in Afghanistan. While there are access and security constraints on project sites located in _active conflict-zone_ areas, there are many other challenges in Afghanistan directly relevant to implementation of social safeguards requirements. These are due to _post conflict-zone" challenges, which include damaged government institutions, buildings, incomplete or missing data, archives, lack of public services to people, etc. These constraints eroded confidence in the results of field surveys among government agencies and government introduced additional layers of internal review and approval. A combination of these factors have been causing significant delays in implementation of LAR activities.
