Objectives and principles of the CPR
The objective of the Resettlement Policy Framework is, when the sub-project implementation sites do not
are not known, to describe the objectives, principles and procedures that frame the procurement regime
land as part of the DGM project in order to avoid and mitigate (by various means
compensation, help and assistance) involuntary displacements as well as the negative impacts which
are associated with them. The CPR clarifies the rules applicable to the identification of persons who are
likely to be affected by the implementation of project activities. It is produced in accordance
with the national provisions in force in terms of land management and expropriation for
cause of public utility and the requirements of the World Bank Operational Policy 4.12,
on involuntary resettlement. The CPR includes the analysis of the economic consequences and
benefits resulting from the implementation of project activities that involve the acquisition of land
may result in loss of property, disruption and loss of revenue-generating activities or
livelihoods, limited access to natural resources for people, including
the most vulnerable.
Under the DGM, the following rules will be applied: (i) avoid or minimize resettlement
involuntary where feasible, exploiting all viable alternatives to project designs; (Ii)
helping displaced people to improve their old ways of life, their generation capacity
income or at least their restoration; (iii) encourage community production in planning
and implementing resettlement; and (iv) provide assistance to those affected |
