The project aims to develop quantifiable indicators to achieve the objectives and policies of the government operational plans, which were prepared for seventy-five different government actors; and provide a support system for the preparation of the plan and follow-up implementation through the data produced from these indicators. In addition, it aims to provide the Ministry with computable general equilibrium models for the development of development policies that will address economic and social challenges; and use these models to define a set of quantitative indicators to be taken into account in the preparation of the five-year development plans (also applicable to the plan). Follow-up on the implementation of these plans; assess their achievements, in particular those related to the achievement of the targets set and the implementation of policies adopted by linking them to the objectives of each sector. The project will also develop a media strategy to highlight development achievements and implementation mechanisms (and the objectives of the Tenth National Development Plan), develop a media campaign and develop organizational guidelines for the establishment of a communications unit within the Ministry. Objectives The project aims to achieve three specific outputs: Enhancing the effectiveness of the service sector: Key priorities include: formulating strategies and policies to be integrated into the Tenth National Development Plan, with a view to enhancing the impact of selected service sectors on human development and achieving the MDGs. Develop a set of performance indicators associated with each policy and its objectives, which will enable monitoring and follow-up of actual progress in achieving the objectives of the plan and capacity-building in results-oriented development. Improving the efficiency of services: The main priorities include the formulation of strategies and policies to be integrated into the Tenth National Development Plan with the aim of increasing the efficiency and productivity of service delivery, including human energy development policies in different sectors. Develop and integrate best practice models for effective delivery of these services. Develop a set of performance indicators associated with each policy and its objectives, which will enable monitoring and follow-up of actual progress in achieving the plans targets for this goal. And capacity-building in enhancing productivity and efficiency. Ensuring sustainability: Key priorities include: Formulating strategies to finance and ensure sustainability of various services. Costing and pricing modeling. Develop innovative models of ownership and investment, including building public-private partnerships. Formulate policies to integrate these priority areas into the Tenth National Development Plan. |
