CORRIDORS MANAGEMENT PLAN FOR
THE RING OF GROWTH IN WEST AFRICA (WAGRI-CACAO)
1. TITLE: Hydroelectric Development Projects of LOUGA 1 and LOUGA 2
2. COUNTRIES OF INTERVENTION: CÔTE DIVOIRE
3. AREA OF INTERVENTION: South-west region on SASSANDRA river
4. AREAS OF INTERVENTION: Hydroelectric power
5. STRATEGIC PLAN OF THE MASTER PLAN: Button C: Strengthening north-south connectivity
6.JUSTIFICATION OF THE PROJECT:
The master plan for generating and transporting electric power projects covering the period 2014-2030 has identified as a major project the completion of the LOUGA 1 and 2 hydroelectric development projects with a total capacity of 246 MW. These projects serve a dual purpose at the national level, namely: (i) work towards the energy transition by reducing greenhouse gas (GHG) by 28% by 2030 compared to the 2014 level; which corresponds for the electricity sector to an energy mix including 42% of renewable energy and (ii) reduce the dependence on fossil fuels and diversified the energy mix of the electricity sector in Côte dIvoire to prevent a single source of production from exceeding 60% of the installed capacity.
At sub-regional level, the master plan of the interconnected electricity network of the Economic Community of West African States (ECOWAS), revised in 2018, has identified hydroelectric development projects of LOUGA 1 and 2 as medium priority projects. term whose realization is necessary for the long-term integration of national networks in the ECOWAS community, with a view to facilitating trade and energy trade between the Member States. Indeed, the operationalization of the West African electricity market, requires to multiply the sources of electrical energy but also and especially to reduce the production costs from where the exploitation of the hydraulic resources.

8. STRATEGIC DIRECTIONS
General Objective (Purpose): Build and operate the LOUGA 1 and LOUGA 2 hydroelectric dams
Specific objectives: 1. Diversify the energy mix and reduce greenhouse gases;
2. Respond to the growing demand of the energy market;
3. Improve the quality of service (energy and distribution);
4. Stimulate economic growth at the national and sub-regional levels.
Expected results :
(Deliverables and effects) 1. A balance of the energy mix and a reduction of greenhouse gases are obtained
2. A better valuation of hydropower is created
3. Improved security of supply is achieved
4. The national and sub-regional demand for electricity is satisfied
Main activities :
1. Develop the 55M reservoir with a reservoir of approximately 297.6 million m3 (LOUGA 1) and a 30m reservoir with a 237 million m3 reservoir (LOUGA 2);
2. Construct a dam of 1683M long and high of 30M (LOUGA) and a dam of 1107M long and 33M high for LOUGA 2;
3. Install 3 bulb-type units with an installed capacity of 126MW and an estimated annual output of 646 GWh (LOUGA 1) and 3 bulb-type units with an installed capacity of 126MW and an estimated annual output of 600 GWh (LOUGA 2) ;
4. Build spillways;
5. Build the escape channels.
Environmental and social impact: Need to carry out an environmental and social impact study
