TITLE: Rehabilitation project for fourteen (14) illicit gold washing sites cleared in the northern, central, eastern and western areas of Côte dIvoire 2. COUNTRIES OF INTERVENTION: COTE DIVOIRE 3. STRATEGIC AXIS OF THE MASTER PLAN: Button A: Development of Economic Sectors 6.JUSTIFICATION OF THE PROJECT: The impacts of gold panning on humans and on the environment were poorly taken into account during the implementation of the PNRO from 2014 to 2018. The observation is that the majority of closed gold panning sites are in a state of degradation very advanced and different ecosystems are significantly affected (surface water, groundwater, forests, plant cover, arable land, ...). In this regard, studies conducted by CIRES have shown the presence of cyanide and mercury at thresholds above the permissible norm in Lake Kossou. As a reminder, these chemicals are used by gold miners for the processing of gold ore. In addition, since Côte dIvoire is in essence an agricultural country, illicit gold panning attacks the very pillar of its economy through degradation and, by extension, the reduction of arable land. Given, on the one hand, the alarming state and the current precariousness of the physical environment residual of the gold panning sites and on the other hand, considering the global climate stakes and those of the sustainable development in particular the restoration and the preservation of the forest cover as a prerequisite for the normalization of the climate, the rehabilitation of the ill-advised gold panning sites is in the end an undeniable requirement and a sovereign duty. In doing so, fourteen (14) clandestine gold mining sites with significant impact on the four PNRO zones (North, Center, East and West) were identified in terms of the intensity of soil degradation, vegetation cover and water pollution, to serve as pilot sites for the launch of the rehabilitation of the illegal gold mining sites cleared. It is in this process of return to normal that the drafting of the present Terms of Reference (TOR) covering the feasibility study of the rehabilitation of fourteen (14) illegal gold washing sites disguised fits. 7. MAJOR STAKEHOLDERS Project management: Ministry of Mines and Geology Mastery of work: A DETERMIER Beneficiaries: State of Côte dIvoire, people living in the 27 regions concerned by the plague of illegal gold panning Other stakeholders: local authorities concerned by the plague of illegal gold panning, ministry with activities related to the mining sector (eg Ministry of Environment and Sustainable Development, Ministry of Agriculture, Ministry of Fisheries Resources, Ministry of Security……) Coordination and Monitoring and Evaluation Actors: The Directorate of Exploitation of Semi-Industrial, Artisanal and Quarry Mines (DEMAC), the Directorate of Planning, Studies, Monitoring and Evaluation and Informatics (DPESEI), the Directorate of Coordination, Project Monitoring and International Cooperation (DCSPCI) the Mining Development Company (SODEMI) 8. STRATEGIC DIRECTIONS General Objective (Goal): To define the optimal conditions for the technical and financial realization of the rehabilitation of fourteen (14) illicit gold mining sites cleared through the twenty-seven (27) regions concerned by the PNRO    SPECIFIC OBJECTIVES: 1. to diagnose the degradation of the fourteen (14) sites 2. map the affected sites according to the level of degradation 3. perform a rigorous collection of the samples to be analyzed 4. have the collected samples analyzed 5. define the necessary resources (human, financial, technical, technological, material skills, etc.) 6. propose a provisional timetable for the completion of the work; 7. propose a costed and budgeted rehabilitation plan for the fourteen (14) sites 8. to propose an efficient method for the actual rehabilitation of disused underground sites 9. draw up the specifications for the rehabilitation of fourteen (14) sites    MAIN ACTIVITIES: 1. Visit and study the environmental situation of each site in the sample, including the area, state and level of degradation of soil, vegetation cover, water pollution and groundwater; characteristics and specificities of the degradation of the fourteen (14) sites 2. perform a rigorous collection of the samples to be analyzed 3. have the collected samples analyzed 4. define criteria for classifying the level of degradation of sites (in this case, strong, medium, low) 5. Present a ranking of sites according to the level of assignment 6. to propose an efficient method for the rehabilitation of the sites of the sample 7. submit for validation the report of the study 8. propose a plan for the rehabilitation of gold panning sites 9. Define the resources and identify the skills required for rehabilitation 10. define the cost of the rehabilitation according to the level of the assignment of the site 11. develop the specifications for the physical realization of the rehabilitation of the sites EXPECTED RESULTS : (Deliverables and Effects) 1. The sample of fourteen (14) sites is identified and degradation levels are known 2. the diagnosis of the degradation of the fourteen (14) sites is realized 3. The mapping of affected sites is based on the level of degradation 4. Sample collection is carried out 5. the analysis of the samples is carried out 6. the necessary resources (human, financial, technical, technological, material skills, etc.) are defined 7. a provisional timetable of work is established 8.
