6. JUSTIFICATION OF THE PROJECT:
The agricultural sector is one of the essential components of the Ivorian economy. It constitutes 27% of GDP, 40% of export earnings and the source of income of 2/3 of the population of which more than 50% of women.
Agricultural feeder roads play an important role in the performance of agriculture, particularly in marketing, the flow of production, the quality and the fluctuation of prices on the market. But the poor state of these tracks has been accentuated since the crisis of September 2002. The Ivorian State has not carried out a maintenance program for agricultural service roads. Only specific interviews of some tracks initiated by certain agricultural sectors (rubber, palm, coffee-cocoa) in their areas of intervention have made it possible to put some tracks in condition. This situation of degradation of the tracks constitutes a problem for the evacuation of the productions and causes losses post-harvest which can go from 27 to 50% for the tubers and the banana. For cereals, there are post-harvest losses of up to 16%.
These post-harvest losses lead to a scarcity of products on the market which leads to an increase in prices.
As a result, the rehabilitation of agricultural feeder roads is a priority in the implementation of the National Agricultural Investment Program (PNIA).

8. STRATEGIC DIRECTIONS
General Objective (Goal): Improve the flow of agricultural produce and facilitate market access for agricultural products
Specific objective: 1. Improve access to agricultural products
2. Extend the network of agricultural service roads
3. Put in place a sustainable farm track maintenance system
Expected results :
(Deliverables and effects) 1. 30 000 km of agricultural feeder roads are rehabilitated and passable throughout the national territory
2. 500 km of farm tracks are open
3. Local maintenance committees for agricultural service roads are created
4. Agricultural production is easily transported to consolidation areas and marketing centers, and post-harvest losses are reduced by 80%
5. The means are made available to the local maintenance committees for their activities and functioning
