Project Detail CORRIDORS MANAGEMENT PLAN FOR THE RING OF GROWTH IN WEST AFRICA (WAGRI-CACAO) 1. TITLE: Bagré Pole Growth Corridor Support Project (PAC-PCB) 2. COUNTRIES OF INTERVENTION: Burkina Faso 3. AREA OF INTERVENTION: Public Use Area (ZUP) of Bagré Pole covers an area of ??473,500 hectares covering mainly the Central-East region and marginally the Central-South region of the country. The proposed program area is crossed by two of CACAOs main target corridors, namely the Tema-Ouagadougou corridor and the Lomé-Ouagadougou corridor. Two projects (CBPP, PAPCB) are already being implemented in the area under the coordination of BAGREPOLE. 4. AREAS OF INTERVENTION: Agriculture, livestock, fish farming, infrastructure, agro-industry, trade 5. Strategic focus of the management plan: Button A: Promote and encourage market-oriented economic sectors in the sub-region by harnessing the potential of economic sectors and targeting sub-regional markets 6.JUSTIFICATION OF THE PROJECT: The Bagré Growth Pole (PCB) pilot pole of the country, was set up in 2011 by the Government on the basis of the assets (natural potentialities and infrastructures) existing in the Public Use Zone (ZUP) of Bagré, in order to to contribute to the building of a strong, inclusive and sustainable growth economy with a territorial base for Burkina Faso. These strengths include: (i) high potential for horticulture, agri-food, livestock, tourism and fish farming; (ii) the availability of an irrigable potential of 30,000 ha with land security possibilities on 473,500 ha; (iii) an adequate rainfall of about 950 mm per year from June to October and a large water reservoir (dam) of 1.7 billion m 3 available for irrigation, livestock and processing activities; (iv) nearly 8,000 ha developed or under development including 3,300 h in operation. Due to its geographical position, the project intervention area is an ideal space for the concentration of structuring integrating public investments, ie with training effects on the other WAEMU countries and the ECOWAS. Indeed, the area is easily open to the following neighboring countries of Burkina Faso: Ghana, Togo, Benin, Niger. Given its strategic nature, several structural programs are in a state of readiness or execution in the area of ??Bagré Pole. Examples include: (i) the National Telecommunications Backbone Project (PBNT), whose overall objective is to develop national and international broadband connectivity, provides for the passage of optical fiber through Bagré; (ii) the 2018-kilometer long Ghana-Burkina Faso rail interconnection project between Ghana, Accra and Burkina Faso, Ouagadougou, will cross the Bagré ZUP. The Bagré Pole Growth Corridor Support Project (PAC-PCB) will directly impact the dynamics of structural transformation initiated in an integrative perspective. 7. MAJOR STAKEHOLDERS Project management: State through the Prime Ministry Project Management: Integrated Development Company of Bagré Pole (BAGREPOLE) Beneficiaries: Family operators, agro-investors, companies including SMEs / SMIs involved in agro-sylvo pastoral and fisheries value chains (processing, storage and packaging companies, marketing companies of unprocessed and processed products, production companies and distribution of fertilizers and phytosanitary products, seed production centers, mechanized soil works, cultural operations and post-harvest operations, etc.); Populations in the intervention area of ??the program; Other Operators implementing the Program. Other stakeholders: Sector Ministries: Ministry of Agriculture, Ministry of Industry and Trade, Ministry of Infrastructure, Ministry of Finance, etc. ; Chamber of Commerce and Industry of Burkina Faso (CCI-BF); Burkina Faso Enterprise House (MEBF); Interprofessional Council of Enterprises of Burkina Faso (CIDEF); Territorial communities; Financial institutions including banks; Technical and Financial Partners (TFPs); Civil society organizations: Faso Farmers Confederation (CPF), Network of Farmers and Producers Organizations of West Africa (ROPPA), etc. Coordination and monitoring-evaluation Due to its strategic and transversal nature, the project is placed under the supervision of the Prime Ministry (PM) competent on the intergovernmental coordination and institutional anchoring of BAGREPOLE. This coordination will be done in collaboration with all the sectoral ministries directly concerned in accordance with their field of competence. The bodies in particular the committee of review of the budget program "steering of the strategic projects" of the PM and the National Steering Committee of the Poles of Growth (CNPPC) chaired by the Prime Minister will be the bodies responsible for the project. Supervision and monitoring of the progress and evaluation of the project will be carried out in accordance with the procedures of the donors and the provisions of the texts that govern the general regulation of projects and programs in Burkina Faso. 8. STRATEGIC DIRECTIONS General Objective (Goal): Contribute to the emergence of a modern economy based on a progressive, more competitive primary sector and increasingly dynamic transformation and service industries. Specific objectives: 1. Improve the supply of hydro-agricultural infrastructure through the rehabilitation of existing perimeters and the development of new irrigated perimeters 2. Increase the production and processing rate of agropastoral and fish products 3. Develop road infrastructure to facilitate access to production areas and product marketing Expected results : (Deliverables and effects) 1. 4 900 ha of irrigated perimeters are newly developed and comfort and rehabilitation works are carried out for at least 3000 ha of old perimeters 2. Industrial zone of Bagré growth pole realized, allowing the valorization of the local agropastoral and halieutic products 3. Facilitated road traffic in the pole area for sub-regional marketing Main activities : 1. Conduct environmental and social studies and purge land rights 2. Implementation Resettlement Action Plans (RAP) People Affected by the Project (PAP) 3. Recruitment of a design office for projects that do not have technical studies (APS, APD and DAO) 4. Recruitment of a monitoring and control office for projects with technical studies (APS, APD and DAO) for validation, possible updating of technical studies and monitoring and control of works 5. Launch of the DAOs for the recruitment of the companies responsible for carrying out the work 6. Execution of works and acceptance of works 7. Installation of beneficial economic agents Environmental and social impact: Environmental and social safeguards studies will be conducted to reduce the negative effects of the project. These are: (i) the environmental management framework in social (CGES); (ii) the Population Resettlement Policy Framework (CPRP); (iii) the Pest and Pesticide Management Plan (PGPP); (iv) Environmental and Social Impact Studies (ESIA); (v) Resettlement Action Plans of Project Affected Persons (RAP); (vi) studies on gender gap analysis for gender mainstreaming 9.
