The objective of the Stormwater Management and Urban Resilience Project for Benin is to reduce flood risks in selected areas of Cotonou and strengthen urban resilience management and capacity at the city level. There are three components to the project, the first component being storm water drainage investment and community engagement for flood risk reduction and climate change adaptation. The component will be implemented through two subcomponents: Construction of drainage infrastructure and related works in Cotonou’s Basin Y, Basin Pa3 and Basin AAc, and Strengthening community awareness, capacity and engagement in flood risk and climate change adaptation. The second component is the strengthening urban resilience management and capacity. The component will be implemented through three subcomponents: operation and maintenance mechanism for the drainage network, data sharing platform and hydrological flood model, and capacity building plan. Finally, the third component is the project management, monitoring and evaluation. The overall objective of the component is to ensure the efficient implementation of the project, such as project management, coordination, monitoring and evaluation (M&E), including: financial and procurement management, environmental and social assessments, preparation of project reports, and follow-up; studies, communication, internal and external audits, and operating costs and training for the PIU |
