In order to increase the effective installed generating capacity in Benin, a program has been established to attract the participation of Independent Power Producers (IPPs) to develop, design, construct, operate and maintain solar photovoltaic (PV) generation facilities in the country. The program includes the development of an IPP institutional framework and standard forms of contract as well as the execution of a competitive bidding process for GoB.
The selected Consultant will structure and lead the transaction process for GoB as Transaction Advisor. The solar PV sites are located in Natitingou (5 MW), Parakou (15 MW), Djougou (10 MW) and Bohicon (15 MW).

Base Period: Review of legal and institutional arrangements, IPP framework, risk analysis, standard forms of contract (PPA etc.), off-taker and credit enhancement considerations, tariff structure and financial model, competitive IPP solicitation process and training and capacity building;
Option 1: Addressing technical, environmental and social requirements
Option 2: Building of network model, steady state studies including load flow and short circuit analysis, dynamic studies including voltage, transient (rotor angle), frequency stability and low voltage ride through;
Option 3: Advice GoB on all transaction-structuring issues, identification of potential investors, market the IPP transaction opportunity to developers and investors; development of RFP and other solicitation documents,
Option 4: Providing technical and legal advice through financial close of IPP transaction(s). |
