The objective is to contribute to the improvement of the public service of justice for Malagasy citizens, through an institutional and operational strengthening of the Ministry of Justice. The project focuses on three complementary components: access to justice and the efficiency of the courts, the prison administration and the implementation of the Ministrys policy.
Special attention is given to the skills of magistrates and court clerks through the development of business standards, continuing education systems and documentation platforms. The construction and equipment of courtrooms and offices, the revision of some texts and the dissemination of information materials will help to facilitate access to legal institutions.
The professionalization of prison officers (training, control of institutions, etc.) and the improvement of the living conditions of detainees (dormitories, bathrooms, workshops promoting reintegration, etc.) will make it possible to reinforce the security and humanization of conditions in prisons and reduce overcrowding.
The project will be led by the Malagasy Ministry of Justice, supported by technical assistance and French judicial and prison experts.
IMPACTS
The project aims to have a broad impact on the entire Malagasy judicial system, notably through the strengthening of the ministrys capacities. In addition to making the chain more efficient, the professionalization of the actors and the improvement of the access to the justice make it possible to consolidate the trust of the litigants towards the legal institutions. |
