The objective of Enhancing Public Finance Management through Information and Communication Technology and Skills (E-FITS) Project for Lao Peoples Democratic Republic is to contribute to the coverage, timeliness, and transparency of financial reporting and to enhance publicfinancial management skills. The project has 3 components. (1) Foundations for a Core Public Financial Management System component will address the principal investment outlined in the Ministry of Finance (MoF’s) Public Financial Management and Information and Communication Technology strategies the implementation of a new Financial Management Information System. (2) Public Finance Management Skills Program and Change Management component will support the MoF in the implementation of its PFM Strategy by addressing PFM capacity constraints and by establishing a change management program. (3) Project Implementation component will provide operational support to the Project Implementation Unit (PIU) at the MoF in overall project coordination across MoF departments, supporting and overseeing project implementation, undertaking procurement and fiduciary tasks, and monitoring implementation progress and achieving Project outcomes. This will include the hiring of local consultants, for example, procurement, financial management (FM), M&E, and project management consultants; technical advisers, including international advisers to assist with the procurement process and the supervision of the FMIS contract implementation |
